An emergency radio is not dependent on ground facilities that often fail during big disasters. Also, it does not flood the airway causing choke points like cellular phones. You can also use it to coordinate relief efforts also. There are numerous accounts on how ham radio helped communication during disasters. In fact Congress praised its use after the Hurricane Katrina disaster.
